Job Description:

This position serves as Deputy Chief Counsel in the Governor’s Office, with an emphasis on providing legal counsel to the Governor’s Office of Recovery.  Work responsibilities will vary according to the needs of the Governor’s Office and the Office of Recovery but will generally involve in-house counsel responsibilities such as ensuring legal compliance (particularly for COVID-19 pandemic relief and economic recovery efforts), advising on strategic or programming initiatives, handling open records and clemency requests, and overseeing litigation.

Job Responsibilities:

  • Assist the Chief Counsel in providing legal counsel to the Governor and senior staff on a wide range of issues affecting state government, including pandemic response and relief efforts, governmental ethics and transparency, litigation, and legislation.
  • Provide legal counsel to the Governor’s Office of Recovery.
  • Assist the Governor’s Office of Recovery with fraud prevention and investigation efforts.
  • Assist the Chief Counsel in providing legal guidance to Executive Branch agencies.
  • Assist with Open Records and Clemency requests.
  • Interprets and explains relevant law, prepares briefs, letters, written decisions and memoranda in accordance with applicable laws and regulations.
  • Performs legal research.
  • Draft contracts.
  • Manage litigation in coordination with the Office of the Attorney General, Executive Branch agency legal departments, and outside counsel.

Job Requirements:

Graduated with degree from accredited school of law.  Candidates must be licensed and in good standing with a state bar and must be licensed, or willing and eligible to become licensed, to practice law in the State of Kansas.  At least two years of law practice experience, but four to seven years of experience is preferred.  Experience with litigation — including discovery and legal writing — and working with government agencies is preferred, but not required.
This position will typically operate as a part-time or full-time teleworking position.  The Deputy Chief Counsel will be sporadically required to work within the State of Kansas Capitol Complex, in a space that is appropriately social distanced, and may choose to work in-person in the Capitol Complex on regular intervals.
