SunIRef:Event139 The person in this position will perform professional level human resources work in all functional areas of Human Resources (i.e., classification/compensation, staffing/recruitment, employee relations, training, performance management, operations/onboarding, affirmative action, and/or benefits administration). Additionally, will be responsible for analyzing and presenting data, preparing statistical and salary analysis and reports for management to use in decision making, and will participate in the development and implementation of human resources programs and policies. Job Duties: Responsibilities include: Provides management and employees with interpretation of Arizona Administrative Code (A. A. C.), Department policies and procedures, employment law and federal laws; ensures consistent application and compliance with such rules and policies. Provides technical advice to managers and supervisors relating to recruitment (e.g., hiring process, promotions, etc.), classification and compensation and operations activities. Interprets issues and recommends solutions or best practices. Provides full-service recruitment functions: develops and implements recruitment strategies, composes job postings and job descriptions, reviews resumes, coordinates interviews, and provides training and guidance to hiring managers and supervisors. Participates in on-boarding process; conducts new employee orientation; completes I-9 verifications; analyzes new hire paperwork; coordinates with on-boarding stakeholders and processes personnel actions. Assists agency staff with benefits, Family Medical Leave Act (FMLA) and Americans with Disabilities Act (ADA) requests and concerns. Reviews HR processes and workflows and recommends process improvement to HR Manager. Confers with management and other stakeholders to discuss and clarify project requests and associated issues. Conducts Employee Relations investigations, prepares documents and related reports, and works with management on disciplinary actions. Other duties as assigned. Human Resources information systems and other related software. ADA, Health Insurance Portability and Accountability Act (HIPPA), FMLA, Equal Employment Opportunity Commission (EEOC) and other state and federal employment laws and agency policies, rules, and procedures. Skills in: Communicating effectively verbally and in writing. Establishing priorities among conflicting needs. Researching, collecting, correlating and analyzing data and writing reports. Problem solving, process improvement, and implementing improvement initiatives. Proper evaluation of applicant resumes and applications. Researching, fact-finding, and using investigative practices and interviewing techniques when conducting investigations or for employee relations issues. Developing and maintaining effective interpersonal relationships. Using a variety of computer software packages (e.g., Excel, Word, Adobe, PowerPoint, Google Suite, etc.). Ability to: Analyze specific problem situations and determine acceptable solutions within the framework of laws, rules and regulations. Research and interpret applicable policies, procedures, rules, state and federal laws affecting personnel management. Handle staffing for hard-to-fill positions. Demonstrate continuous effort to improve operations, decrease turnaround times, streamline work processes and work cooperatively and jointly to provide quality seamless customer service; Prioritize work activities, set goals, be self-motivated. Communicate effectively with the public, in both written and oral form. Work independently while functioning as an integral part of the unit’s structure. Exercise a high degree of discretion, confidentiality and independent judgment. Adapt to changing priorities.
