Job Responsibilities:
- Conduct research on specific topics and provide proposals and advice on options and directions
- Provide subject matter expertise, consultation, and leadership of other staff members
- Develop measures, metrics, and reports that determine the overall efficiency of HR initiatives, processes, and procedures and better advise business decisions
- Lead significant programs and projects with a broad scope, ensuring an integrated systems approach
- Create and implement strategic human resources solutions that support mission objectives and partner closely with HR management and mission leaders
- Assess and evaluate organizational performance to demonstrate impact on mission results
- Act as an HR Division wide resource and be pulled into complex projects affecting the lab or multiple divisions
- Recommend innovative approaches, policies, and procedures to continually improve efficiency and services performed
- Develop new principles, concepts, and practices, and apply them to complex or strategic issues or significant problems
- Lead, plan, design, and implement cross-functional initiatives
Job Requirements:
- Deep knowledge of human resources theories, principles, practices, processes, systems, and procedures, and an understanding of HR as an interrelated system of functional operations
- A Bachelor’s degree in Human Resources, Business, Communications, Organizational Development, or a relevant field, plus 12 years related experience; or equivalent experience and/or achievements that demonstrate the knowledge, skills, and ability to perform the duties of the job
- Experience facilitating complex conversations to produce tangible outcomes for our mission partners
- Proven relationship management skills and experience establishing rapport, trust, and confidence with key customers
- Experience working independently on multiple assignments or engagements
- Experience working with management and executive teams and providing high quality customer service
- A Master’s degree in Human Resources, Business, Communications, Organizational Development, or a relevant field
- Proven experience with change management methodologies, practices, and principles
- Strong quantitative, analytic, problem-solving, and project management skills
- A demonstrable ability to address complex human resources issues and to strategically consult with and influence customers
- Excellent written and verbal communication skills
- The ability to acquire and maintain a DOE L-level security clearance
- Experience working in a fast-paced, team environment
- An excellent understanding of and experience with continuous improvement concepts
