We are searching for an IT Operations Manager responsible for defining, implementing and supporting an effective operations, support and service delivery model for the Information Technology Solutions Directorate (ITSD) at the Jet Propulsion Laboratory (JPL). You will provide program leadership for the entire range of the IT operations functions, including, technical, workforce and talent management, cost, quality, schedule, and technical commitments through an in-sourced and outsourced delivery model. This position will report to the Division Manager of Operations, Network, and Cybersecurity and be a member of Division staff.

Job Responsibilities:

  • Oversees service availability across all ITSD operational services. Ensure service availability dashboards are available for executive management and end users.
  • Leverage standardized methods and tools to implement continuous improvement programs to improve services, service levels and cost effectiveness over time.
  • Work closely with the Division manager responsible for Operations, Networking, and Cybersecurity, and Division manager responsible for Applications, Planning and Development, and the Chief Technology and Innovation Officer (CTIO) to ensure the right mix of computing, hosting (platform, server, storage and backup; on-prem and cloud-based) and telecommunications technologies are in place to meet business needs.
  • Work closely with cross-organizational DevSecOps teams to ensure that, for each operational service, the entire scope of the technology stack is fully supported to meet the service level objective(s) defined for that service.
  • Ensure that our service support and delivery processes are reviewed annually to ensure they remain current and account for agility needed to support new technologies and iterative development processes.
  • Champions IT Operations involvement in the IT organization’s innovation efforts.
  • Actively participate in internal enterprise architectural and customer advisory boards, partnering with ITSD management, Subcontract
  • Technical Manager(s) (STMs) and subcontractor service providers.
  • Actively participate in external enterprise architectural and customer advisory boards. This will include actively participating with NASA, other FFRDCs (Federally Funded Research and Development Centers) and other industry leaders in these domains.
  • Coordinate the interconnection of JPL infrastructure systems and services with NASA Headquarters, NASA Centers, other Partners, and is the network liaison for JPL’s ITSD to NASA.
  • Contribute to the ITSD Strategic Plan via the identification of, planning for, and communication of long-range multi-year efforts after consultation with, and requirements gathered, from ITSD and laboratory management.
  • Contribute to overall integration of processes, methods, activities, and product/service delivery within the Division and ITSD and to the Laboratory and partners with an emphasis on continuous improvement.
  • Accountabilities include, but are not limited to: computing service delivery, hosting services, service availability, telecommunications, infrastructure services, platform services, and service delivery including disaster and crisis management.

Job Requirements:

  • Typically requires a Bachelor’s degree or higher in Engineering, Computer Science, Mathematics, or related subject area with a minimum of 9 years of related experience, Master’s degree with a minimum of 7 years of related experience and PhD with a minimum of 5 years of related experience.
  • Multidisciplinary knowledge in IT with significant expertise in one or more related fields within the following areas: IT Infrastructure, Operations, Cloud Operations, End-user Support.
  • Expert knowledge of industry and/or academic best approaches and standards.
  • Experience managing all aspects of the technology life-cycle: strategy, requirements definition, solutions design, planning, procurement, installation, operation, sustainment and maintenance.
  • Experience encouraging prudent risk taking and exploration of alternative approaches; demonstrating personal commitment to change through actions and words; mobilizing others to support change through times of stress and uncertainty; handling changes and uncertainties with ease and being able to move forward quickly; demonstrating a willingness to make high risk decisions where necessary; being able to make decisions with incomplete, conflicting information and uncertain long-term consequences.
  • Significant expertise in out-sourced and in-sourced service support models.
  • Strong leadership and proficiency in decision-making and delegation, organizational change, product-line management, financial/cost management and strategic leadership.
  • Ability to lead with a strong sense of self, ethics and effort or a willingness to go the extra mile to achieve important goals.
  • Knowledge of and experience working in I&O environments that embrace both traditional waterfall and agile methods of value delivery.
  • Experience providing management, direction and expertise to activities of a functional or multifunctional organization through managers and/or staff positions that have responsibility for results including costs, methods and/or staffing.
  • Ability to grow and maintain effective working relations with other organizations and partners, including the ability to interface productively with all levels of management (JPL level-2 and level-3 managers, NASA CIO officials, JPL flight projects, auditors, FFRDCs and external organizations).
  • Strong record of success with meeting schedule and cost commitments, contracts management, staffing and process development.
  • Knowledge of and experience with interacting and negotiating with contractors.
