Job Description:
This position is located at Department of Housing and Urban Development, Asst Secretary for Community Planning and Development.

Job Responsibilities:
Monitor and evaluate OAHP program performance, including use of HUD’s information technology systems. Provide guidance and assistance to senior level staff on development and implementation of program goals and objectives as they relate to the achievement of the management plan objectives for the various OAHP programs.
Assess requirements and facilitate changes to meet strategic business requirements while sensitizing CPD and its business partners to the current and future technical architectures.
Interpret and evaluate proposed or enacted legislation, regulations, procedures and information system policies; assess potential impact on existing program requirements; and evaluate the feasibility of implementing changes in existing systems and procedures.
Provide information (e.g. oral and written information such as reports, presentations, statistical data, and memoranda) to management and others; effectively present analytical results, options, and recommendations. Influence others to accept and implement best courses of action, while addressing concerns with potential organizational conflicts, changes in established policy or procedures, or changes in resource needs. Participate in the formulation and explanation of proposals and recommendations to promote understanding and acceptance of new systems or changes to existing systems.
Job Requirements:
The official duty station for this position will be in Washington, District of Columbia. Failure to report to duty at this location may be grounds for a disciplinary action, including removal.
For the GS-13, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service.
Specialized Experience for this position includes:Working with Oracle, SQL Server, MicroStrategy, Integrated Disbursement and Information System (IDIS), or related grants management systems to evaluate the HOME Investment Partnerships Program (HOME) and the Housing Trust Fund (HTF) using data analysis to evaluate information;
Providing technical assistance on CPD-specific grants management systems, including MicroStrategy and IDIS;
Generating reports, analyzing data and providing recommendations to improve data reports for management.
