Job Description:

The City of Long Beach Department of Health and Human Services is recruiting for an at-will, full-time, unclassified, permanent Community Program Specialist III (Program Specialist) in the Homeless Services Bureau. Reporting to the Administrative Analyst, the program specialist will provide oversight in the development, implementation, and administration of State funded grants and programs. This position is located at the Multi Service Center, 1301 W 12th St. Long Beach, CA 90813.

Job Responsibilities:

  • Ensures compliance with regulations, including monitoring and interpreting of government regulations to ensure compliance for all grant-funded programs;
  • Generates grant budgets, reports, applications, documents, subcontract agreements, and other administrative materials for grants; reviews data and performance management to ensure grant compliance and deliverables;
  • Uses Homeless Management Information Systems (HMIS) to evaluate participant involvement in grant programs;
  • Interfaces with funders to ensure compliance and maximization of grant funding;
  • Develops and provides oversight for Requests for Proposals (RFPs) and contracting for grants, vendors, subcontractors, and other agencies as needed;
  • Assists with grant writing for the division;
  • Researches, analyzes, interprets, develops, and implements policies and procedures;
  • Develops, reviews and updates policies and operating procedures, creates and updates forms and provides training;
  • Manages, updates and maintains division documents;
  • Leads efforts and reports assigned by City leadership and assists with special projects; and,
  • Performs other related duties as required.

Job Requirements:

  • Graduation from an accredited college or university with a bachelor’s degree in Public Health, Statistics, Business, Public Administration, or closely related analytic field. Experience offering specific and substantial preparation for the duties of the position may be substituted for the required education on a year-for-year basis.
  • A minimum of two (2) years full-time professional experience in grant-writing, data review/analysis, and experience working with HMIS. A Master’s Degree in Public Health, Public Administration, Statistics or a closely related analytic field from an accredited college or university may be substituted for up to one (1) year of required professional experience.
  • Willingness and ability to work some evenings as needed.
  • Valid motor vehicle operator license (required to obtain a California motor vehicle operator license with 6 months of employment if license is out of state. DMV K4 driver history report required during onboarding).
  • Required documents, such as transcripts or degree, must be uploaded to the online application at the time of filing.
