Job Description:

The United States Capitol Police (USCP) is a CALEA nationally-accredited, federal law enforcement agency. The USCP safeguards the U.S. Congress, the legislative process, Members of Congress, employees, visitors, and facilities from crime, disruption, or terrorism. The USCP protects and secures Congress so it can fulfill its constitutional and legislative responsibilities in a safe, secure, and open environment.

Job Responsibilities:

The incumbent oversees the overall planning, direction and timely execution of security programs; approves long-range work plans developed by section supervisors and subsequently manages overall work of PSD to achieve SSB goals and objectives. Integrates strategic goals and critical success criteria for the division into the SSB and USCP strategic plans, and develops and recommends resource requirements for the successful implementation of the Bureau program. Plans and manages several large and complex security programs with national impact. Directs the formulation and execution of comprehensive plans covering agency-wide activities, the development of security plans, and the prevention of security failures.
Determines which security programs should be initiated, dropped, or curtailed, and when such action should occur. Submits and justifies requests for major expenditures or program changes to higher levels of management. Selects and promulgates preferred management actions based upon the most current approved security management and long-range resource plans. Evaluates past management decisions and institutes changes. Leads the agency’s management team in setting coordinated program goals and priorities based on an understanding of various security activities. As an expert authority, resolves critical problems or issues concerning several phases of security policy development and implementation of a variety of programs in physical security. Work involves overlapping, conflicting, or difficult-to-resolve security objectives and requirements. Serves as a member on interagency committees or in national security organizations involved in reviewing, analyzing, developing, and issuing national policy directives and drafting legislation affecting security policies and programs throughout the Government and private sectors. Analyzes, plans, schedules, and coordinates the development of legislation and security policy issuances that direct the course of physical security programs across organizational lines in Federal agencies, industrial organizations, academic institutions, or others involved in sensitive and secure work performed in or for the Federal Government. Directs subordinate section supervisors and Physical Security Specialists in developing, directing and administering the SSB program for the installation and maintenance of security systems on the Capitol Complex. Provides administrative and technical supervision necessary for accomplishing the work of the unit. Ensures integration of security considerations during acquisitions and construction stages, and establishes and develops procedures against security penetrations and vulnerabilities during the development process.

Job Requirements:

For the CP-13 level you must have one year of specialized experience at the CP-12/GS-14 level which is in or directly related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position.

Specialized experience for this position is defined as experience at the next lower grade level leading individuals and teams involved with providing expert technical advice to senior management in the area of physical security and electronic security systems; forming strategic partnerships to successfully plan, implement and manage security systems and programs; and managing physical security acquisition projects and budgets for a large environment, and identifying user requirements and developing new business cases to advance mission objectives.
