Job Description:
The Department of General Services (DGS) is seeking a strategic and exceptional leader who will be responsible for the management and oversight of all aspects of the Office of State Publishing (OSP) as the State Printer. This is a critical role within the State of California which is responsible for: 1) the oversight of 27 statewide printing plants; 2) the printing of critical state publications such as the Voter Information Guide, all legislative bills, and the Governor’s Budget; and, 3) the management of OSP – a multifaceted offset and digital printing operation consisting of 300 employees, an annual budget of $80 million, and serves as the second largest Public Printing Plant in the nation!
Job Responsibilities:
- The oversight of OSP as prescribed by the Legislature in Government Code 14872.
- Developing strategies for product development and equipment acquisitions that will ensure OSP meets the needs of its customers
- Fiscal planning and allocation of funds with OSP operations focusing on cost efficiencies
- Marketing and operational planning to address industry and technological advancements
- Implementing policies and practices in support of the Administration
- The formulation of customer service and print policies related to OSP programs
- Serving as the final approval for hiring of all positions within OSP
Job Requirements:
- A minimum of 5 years of demonstrated experience in offset, digital and multi-faceted printing
- A demonstrated history of business development and excellent leadership skills
- An innovative leader who is a strategic problem solver
- Experience in revenue and expense forecasting and cash/revenue management
- Ability to represent DGS before external stakeholders, the public, and decision making on state printing matters
- Strong commitment and alignment to the mission, vision and values of the organization
- Ability to work in a fast-paced environment
- Ability to drive solutions while improving internal and external relationships
- Ability to maintain position even when faced with opposing viewpoints to ensure compliance with applicable laws, rules, and regulations
- Must be flexible, compassionate, and empathetic
